The balance tab moves in the opposite direction to the flight control’s trailing edge. This opposite deflection creates an aerodynamic force on the control surface that helps move it and reduces the pilot’s effort required to move the controls. So when you command the control surface to move one way, the balance tab moves the other way, providing load relief on the control linkage.
